Just to elaborate a little on what I have in mind:

d20 Modern contemplates three campaign archetypes; Shadow Chasers, Urban Arcana, and Agents of Psi. None of the three are really mutually exclusive. Shadow Chasers and Urban Arcana, especially, are campaigns that exist at different points on the same line, each one positing different levels of supernatural influence in the modern world.

Conceptually, Shadow Chasers appeals to me most. Shadow Chasers is low magic, modern mystery and horror. I think of it sometimes as incorporating elements of "X-Files" and "Call of Cthulu" with heavy weapons. That doesn't mean I wouldn't incorporate higher magic elements; but those would tend to be deep background matters characters may or may not ever discover.

Alternatively, I own the d20 Future book as well. I''ve toyed with the idea of a Sci-Fi campaign set around PL-7. If players are more interested in that than Shadow Chasers, I'd be willing to consider developing that a little more.

If you don't own the d20 Modern core rulebooks, don't worry. That might even be better, since not worrying so much about the rules might permit players to focus more intensively on character development.

I'd be interested, depending on the night. I am familiar with d20 of course, and have the Core rulebook (and Spycraft if we want to use any of that). I've glanced at the modern rules but not really studied them. Concentrating on chr dev is fine with me. I like the Shadow Chaser concept, very Dark Conspircy. Let me know what you're thinking.
